ISSUES & PRIORITIES
Where Marshall lands on issues important to you and to the State of Wyoming
Local Control in Decision Making
Wyoming works best when decisions are made closest to the people they affect. In recent years, too many politicians in Cheyenne have tried to concentrate power at the state level, taking decisions away from the communities that understand their own needs best. Marshall believes the role of the Legislature is to set responsible fiscal policy and provide a framework for the state, not to micromanage local communities. County Commissioners, Town Councils, Library Boards, and School Boards are elected by the people who live there and are accountable to their neighbors. They are also easier to hold accountable for their decisions. Marshall will stand up for local control and fight efforts to override the authority of local decision makers. The people of each community should have the freedom to make decisions that reflect their own values, priorities, and way of life.
Invest in Wyoming Communities
Healthy communities require strong infrastructure, good schools, and opportunities for families and businesses to grow. Marshall believes the state should focus on making smart investments that help local communities succeed. That means supporting roads, water systems, public safety, and economic development while ensuring local leaders have the flexibility to use those resources where they are needed most, and keeping State spending under control. Marshall will work to ensure Wyoming’s communities have the tools they need to remain vibrant places to live, work, and raise a family.
Limited Government
Marshall believes government works best when it is small, accountable, and focused on its proper role. Too often, government grows beyond its intended purpose, creating unnecessary regulations and burdens for families, businesses, and local communities. Marshall will work to ensure state government listens first, respects local authority, and avoids unnecessary interference in the lives of Wyoming citizens. By keeping government limited and responsible, we can protect individual freedom while allowing our communities and businesses to grow and thrive.
Independent Judiciary
Marshall believes an independent judiciary plays a vital role in ensuring that legal decisions are made without political pressure, a principle reflected in states that appoint judges rather than elect them. We need to give clearer written statutes to further strengthen our system, thus giving courts better guidance when applying the law to real-world situations. When laws are thoughtfully crafted or modified after years of unwanted outcomes, residents benefit through more consistent and predictable judicial results that reflect the intent of the people and the legislative branch.
Balanced Budgeting
Fiscal responsibility means more than simply cutting budgets. It means making thoughtful decisions about how taxpayer dollars are used to serve Wyoming’s people now, and prepare our great state for the future. Marshall believes government should remain small and efficient, but it must also provide the essential services that keep our communities strong, including roads, schools, public safety, and critical infrastructure. Rather than cutting services that families and communities depend on, Marshall will focus on responsible budgeting that protects core services while keeping government accountable and living within its means.
Keep Public Lands Public
Wyoming’s public lands are one of our state’s greatest treasures. They belong to the people and should remain accessible for hunting, fishing, grazing, recreation, and the livelihoods that depend on them. Marshall believes these lands should be protected for future generations, not sold off or transferred away from public ownership. He will work to ensure that Wyoming families, sportsmen, ranchers, and outdoor enthusiasts can continue to enjoy and rely on our public lands for years to come.
Energy Dominance
Wyoming’s history and economy have long been shaped by the development of its natural resources, from ranching and public‑lands grazing to mining and energy production. Marshall believes we can responsibly use these resources to support communities, protect the landscape, and maintain the industries that have sustained the state for generations. Marshall’s experience in mining and ranching highlights his belief in the importance of practical, balanced approaches that uphold both productivity and responsibility to our future generations.
Protect Private Property Rights
Private property rights are a cornerstone of freedom and a fundamental Wyoming value. Marshall believes that landowners, ranchers, farmers, and homeowners should have the right to use and manage their property without unnecessary government interference. He will work to protect landowners from excessive regulations and ensure that private property cannot be taken or restricted without fair process and just compensation. Marshall will stand up for Wyoming citizens and defend the rights of property owners while ensuring responsible stewardship of our land for future generations.
Religious Freedom
The freedom to worship according to one’s beliefs is a fundamental right guaranteed by the Constitution. Marshall believes government should never interfere with the ability of individuals, families, and communities to practice their faith. People of all faiths, and those who choose not to practice a faith, deserve the freedom to live according to their convictions without government pressure or restriction. Marshall will work to protect religious liberty and ensure that Wyoming remains a place where people can worship as they choose.
Right to Life
Marshall believes every human life is valuable and deserving of protection. He supports policies that respect the sanctity of life and reflect Wyoming’s strong tradition of protecting the most vulnerable. Marshall will work to support mothers, children, and families while ensuring Wyoming laws reflect our state’s commitment to the value of human life. He believes a compassionate society protects life while also supporting the resources and communities that help families thrive.
Protect the Second Amendment
The right to keep and bear arms is a fundamental constitutional freedom and an important part of Wyoming’s heritage. Marshall believes law-abiding citizens have the right to defend themselves, their families, and their property. Wyoming has a strong tradition of responsible gun ownership, and Marshall will work to ensure that this right is protected from unnecessary government restrictions. He will stand up for the Second Amendment and oppose efforts that would erode the rights of responsible gun owners.
Protect Free Speech
Freedom of speech is one of the most fundamental rights protected by the Constitution. Marshall believes every citizen has the right to speak openly, express their opinions, and participate in public debate without fear of government interference. A healthy democracy depends on the free exchange of ideas, even when those ideas differ. Marshall will stand up for the First Amendment and work to ensure that Wyoming remains a place where people can speak freely, engage in civil debate, and make their voices heard.
